3. SALIENT CHARACTERISTICS
3.1 Materials. Materials shall be in accordance with the manufacturer's material specifications for harrows. The use of recovered material made in compliance with regulatory requirements is acceptable providing that all requirements of this CID are met (see 4.1).
3.1.1 Dissimilar metals. Dissimilar metals shall not be used in extremely close contact or having direct contact with each other unless protected against galvanic corrosion.
3.2 Design and construction. The harrows shall be constructed as a tandem unit. The harrows shall withstand operation and service without malfunction or permanent deformation and shall meet the operational requirements specified herein. All components subject to wear, breakage, or distortion shall be accessible for adjustment and repair.
3.2.1 Disk blades. The harrows shall be furnished in the manufacturer's standard configuration, the blades shall be gang mounted and spaced according to standard procedures.
3.2.2 Angling. An angling device shall be provided for changing the angle of the harrows in relation to the direction of travel. The angle shall be adjustable between 13 to 24 degrees. Provisions shall be made for automatically securing the angle of the disks in not less than 6 locked positions including both the parallel and maximum positions.
3.2.3 Leveling device. A hand-crank or spring rod type leveling device shall be provided on the disk to accomplish initial disk leveling and to readjust the disk depth penetration, during operation, to accommodate various soils or ground cover conditions. The force required to actuate the leveling control shall not exceed 30 pounds.
3.2.4 Disk scrapers. The harrows shall be equipped with rigid or spring-loaded, adjustable, disk scrapers that will scrape all types of soil from the blades.
3.2.5 Hitch. The harrows shall be furnished with an adjustable, self-leveling hitch capable of maintaining a uniform preset cutting depth under varying soil and ground surface conditions.
3.2.6 Wheels and tires. Unless otherwise specified, the harrows shall be furnished with 15-inch, single, 4 or 6 bolt type wheels equipped with 6-ply rating tires (see 7.3).
3.3 Attachments. Safety attachments, such as slow moving vehicle (SMV) emblem, warning lights, transport locks, etc., usually required for highway transport, shall be furnished and installed on the harrows.
